ships other than emigrant ships are expensive; the numbers taken are few: and even with photographs the passengers could "dodge* through 3-igon or elsewhere. Photographing the deck passengers too would not cover any cabin passengers; and abuses in these onses are at least as com.on in the cabin as otherwise.
